This is a Panurgus mining bee, and may be either P. calceratus or P. banksianus
About ten of these were found curled up in hawkweed flowers at about 1pm on a cloudy day. Both species are equally likely to be found in the area, and unless a close look is taken it isn't possible to determine from the photograph.
