This may be Panurgus banksianus, the Large Shaggy or Hairy Mining Bee

It is a species of Panurgus, and about ten were found curled up asleep in hawkweed flowers at about 1pm on a cloudy day. However another species Panurgus calcaratus is equally likely to be found in the area, and unless a close look is taken it isn't possible to determine from the photograph.
